Zone 0 in Yolo County: the fire code amendments are about who hears appeals
The short version
- Yolo County has no Zone 0 rule. Its only fire text is a set of administrative amendments to the state fire code: who hears appeals, how conflicts resolve, how districts review plans. No defensible-space ordinance exists at all.
- The fire country is the west: the Blue Ridge and Capay Valley grades from Esparto up through Guinda and Rumsey, the hills the LNU Complex reached in 2020, and the canyon country behind Winters.
- State law does all the work there: the hundred-foot duty on State Responsibility Area parcels, and the state's construction standards for new wildland building.
- Davis, Woodland, West Sacramento and Winters, and the fire districts, were not individually read.
Two sets of rules, and neither one binds your fence today
As of August 23, 2026 we could find no Zone 0 or ember-resistant-zone requirement in force in Yolo County. The county's only fire text is a chapter of local amendments to the 2019 California Fire Code, and every amendment is administrative: which board hears appeals, how conflicting provisions resolve, how fire districts participate in plan review. Administrative amendments set the who and how of enforcement without adding any standard, so nothing in them touches vegetation, defensible space, the first five feet, or what a fence is made of. Beyond that chapter, the county has no defensible-space or weed-abatement ordinance we could find.
That leaves state law doing the work in the one part of Yolo that burns: Public Resources Code section 4291's hundred-foot duty on State Responsibility Area parcels, enforced by CAL FIRE, plus the state's wildland construction standards for new building in mapped areas. When the statewide Zone 0 rule takes effect, it arrives here the same way, on the state's own force, with no county layer to interact with.
Adopted, not yet in effect: the statewide regulation, which will be the first five-foot materials standard ever to touch this county. It cleared the Board of Forestry on August 19, 2026 and still needs Office of Administrative Law review and publication by the Secretary of State, so no compliance clock is running. Where the statewide rule will reach in this county
Most of Yolo is irrigated valley floor where wildfire is a field-edge event. The exception runs up the west side: the Capay Valley from Esparto through Guinda and Rumsey, the Blue Ridge grades above it, and the canyon country behind Winters toward Lake Berryessa, the hills the LNU Complex fires reached in August 2020. That edge is State Responsibility Area, where the rule covers every hazard class under Public Resources Code section 4291 on the five-year existing-home clock once effective. What this means for you
- Do not buy a fence because you think Yolo County requires one. No county rule regulates fence materials, or defensible space at all. Almost all of Yolo County is Local Responsibility Area, so CAL FIRE's own inspection program barely touches it: just 1 parcel appears in the State Responsibility Area program for July 2026. That is not a measure of how closely the county is watched. It is a measure of how little of it CAL FIRE, rather than a local fire agency, is responsible for.
Two things this does not tell you. These counts cover inspections by CAL FIRE and Contract Counties inside the State Responsibility Area only, so work done by local fire agencies in the Local Responsibility Area is absent entirely. And none of these inspections is checking Zone 0: they are inspections against the defensible space rules in force today, which reach from the structure out to one hundred feet and contain no ember-resistant zone requirement.
