What counts as a noncombustible fence material (and what fails)
The short version
- California's adopted Zone 0 regulation (approved August 19, 2026, not yet in effect) defines "noncombustible" with one test: ASTM E136, a furnace test that asks a single question. Can the material itself burn?
- What passes: aluminum, steel, wrought iron, chain link, masonry, concrete, and stone.
- What fails: wood, vinyl, composite, fire-retardant treated wood (FRTW), and fire-rated coatings.
- "Class A" and "fire-rated" come from a different test (ASTM E84) designed for interior finishes. Neither means noncombustible.
- No fire test for complete fence assemblies exists anywhere in US code, so no fence product can honestly be sold as "certified fire-resistant."
One test decides: ASTM E136
When the Board of Forestry revised its draft Zone 0 rule in July 2026, it added something the April 2026 draft lacked: a formal definition of "noncombustible."
Noncombustible. Materials that pass the American Society for Testing and Materials (ASTM) E136 test, thus meeting the standard for "noncombustible materials" described in Section 501.4.1... of Title 24, Part 7 of the California Wildland-Urban Interface Code.

ASTM E136 is a vertical tube furnace test run at 750 °C. A sample of the material goes into the furnace, and the test measures whether the material itself can burn or add fuel to a fire. That is the entire question. The test says nothing about how the material weathers, whether it rots, or how a finished fence performs in wind-driven embers. Can this substance combust?
Zone 0 is the ember-resistant zone: the first five feet out from a structure (our Zone 0 explainer covers the basics). The regulation requires noncombustible materials in specific fence situations within that zone, though it was adopted August 19, 2026 and is not yet in effect pending review by the Office of Administrative Law; the fence requirements article walks through exactly when the standard applies. This article is about the materials themselves: which ones clear the bar, and which marketing claims fall apart when you check.

The pattern is simple: metals and mineral products pass; organic materials and plastics fail. Fire-retardant treated wood fails because underneath the treatment it is still wood: the base material can still combust. Fire-rated coatings fail for the same reason. A coating changes how a surface behaves for a while, not what the material is.
Here is why so many buyers guess wrong. Fence products are marketed on durability: resistance to rot, insects, moisture, and sun. ASTM E136 measures none of that; it is purely a combustion test. A material can outlast wood by decades in your backyard and still be fuel in a furnace. Which brings us to vinyl.
The vinyl surprise
Vinyl is the material most homeowners get wrong, and it is worth being blunt: vinyl does not pass ASTM E136. Neither does composite. A vinyl fence never rots or feeds termites, and it never needs paint. None of that has anything to do with whether it burns. Vinyl is plastic, and plastic is fuel.
The Insurance Institute for Business & Home Safety (IBHS), whose Wildfire Prepared Home standard several insurers reference, says it directly in its technical standard:
Vinyl (plastic) fencing is considered combustible. During extreme wildfire conditions, vinyl can melt, ignite, or contribute to fire spread.

The same standard requires that "All fencing materials within the 0–5 Foot Noncombustible Zone (Zone 0) must be noncombustible," and its checklist allows only metal (aluminum, steel, chain link, iron) or concrete. It states that "Fire-resistant materials (e.g., vinyl, composite, or fire-rated coatings) are not permitted." We cover the full standard in our IBHS fencing guide.
So the adopted state regulation and the leading insurance-industry standard land in the same place: vinyl is combustible. One city, San Diego, carved out a narrow allowance for existing vinyl in limited configurations, and we cover that below. But if you are choosing a material today expecting it to satisfy the state regulation, vinyl is not on the list. More myths like this one are collected in our myth-busting article.
The "Class A" trap
Product pages for combustible fencing often lean on a different credential: "Class A," "fire-rated," or "fire-resistant." None of these means noncombustible.
Class A flame-spread ratings come from ASTM E84, a tunnel test that measures how fast flame spreads across a material's surface. It was designed for interior finishes (think wall and ceiling coverings), not for fences standing in an ember storm. A product can carry a Class A rating and still be fuel. The adopted Zone 0 definition does not reference ASTM E84 at all; it references ASTM E136 only.
The tell: if you ask whether a fence material is noncombustible and the answer that comes back is a Class A flame-spread rating, you have your answer. It is not.
No fence has ever been fire-tested as an assembly
Here is a fact that reframes every fence marketing claim you will read: no fence-assembly fire test exists in US code. There are three places such a test would live, and all three are empty:
- ASTM Committee F14, which writes fencing standards, maintains no fire test for fence assemblies.
- The ICC Evaluation Service "Fences and Gates" category contains no evaluation reports.
- California's State Fire Marshal Building Materials Listing has no fence category.
That means no fence product, from any manufacturer, can honestly be called "certified fire-resistant" as an assembly. There is no test to certify against. When you see that phrase on a product page, it is marketing, not a credential.
What you can verify is the material. Aluminum, steel, wrought iron, chain link, masonry, concrete, and stone pass ASTM E136 as materials. That is the question worth asking a supplier, and the only one with a testable answer.
Posts, footings, and gate hardware
A fence section is only as noncombustible as its weakest part, and the weak parts hide at the edges of the spec sheet.
Check the post and the footing, not just the panel. A metal panel mounted on a wood post fails the intent of the rule: the post is fuel standing right next to the panel. Check the gate the same way: hardware, latches, and any wood blocking at the point where the gate or fence attaches to the wall. That attachment point is exactly where the regulation focuses, because it is where a burning fence meets your house. San Diego is the one major jurisdiction with an in-force Zone 0 ordinance (SDMC §512.0604, in force for new structures since February 28, 2026, with the existing-structures phase beginning February 28, 2027) that is more permissive on materials than the adopted state regulation. As of August 19, 2026, the city allows:
- Existing vinyl within five feet, if the fence runs parallel to the structure, sits at least four feet off it, poses no unreasonable fire risk, is kept free of debris, and has no vegetation between fence and wall.
- New parallel wood fencing, if it is fire-retardant treated wood listed in the OSFM (Office of the State Fire Marshal) WUI Products Handbook.
Neither allowance survives the state's ASTM E136 definition. Vinyl and FRTW do not pass the furnace test, full stop. How a stricter state standard and a more permissive local ordinance will reconcile, once the state regulation takes effect, is not yet settled. The practical takeaway: if you are in San Diego and choosing materials for new work, picking from the E136 pass list means you never have to care how that conflict resolves.
What this means for you
Nothing statewide requires anything yet. The Board of Forestry approved the Zone 0 regulation on August 19, 2026, but it is not yet in effect: the package still needs Office of Administrative Law review, including a five-day public comment period, and publication by the Secretary of State. Staff said they would use the emergency rulemaking path under AB 1455 (2025) and expected the rules could become effective as early as September 2026. The status tracker has the latest.
You do not need to replace your existing wood fence. The Board's own staff said so in a July 2026 memo:
The purpose of the regulations is not to require wholesale replacement of existing wood fences. Existing combustible fences may remain, repairs using existing materials may continue, and only where an attaching combustible gate exists or a fence is fully replaced would the applicable Zone 0 standards apply.

If you are building new or fully replacing a fence within five feet of the house, choose from the pass list. Aluminum, steel, wrought iron, chain link, masonry, concrete, or stone will satisfy the local ordinances now in force, the IBHS standard, and the adopted state regulation's definition once it takes effect. The insurance angle is already real. Since October 14, 2022, insurers that price California homeowners policies on wildfire risk have been required to offer a rating credit for noncombustible materials, including fences and gates, within five feet of the home (10 CCR §2644.9). That regulation binds insurers, not you; no insurer is required to demand a noncombustible fence. The California Department of Insurance frames the underlying risk plainly: "Replacing wood fencing connecting to your home with metal is critical because it can act like a candle wick leading fire straight to your home." Frequently asked questions
Is vinyl fencing noncombustible?
Vinyl does not pass ASTM E136, the test California's adopted Zone 0 regulation uses to define noncombustible. IBHS classifies vinyl as combustible and notes it can melt, ignite, or contribute to fire spread in extreme wildfire conditions. San Diego allows some existing vinyl in narrow parallel configurations under its local ordinance, but that allowance does not meet the state definition.
Does fire-retardant treated wood count as noncombustible?
The base material is still wood, so FRTW does not pass ASTM E136. San Diego's ordinance permits new parallel fences of FRTW listed in the OSFM WUI Products Handbook, but that is a local allowance and does not meet the state regulation's definition.
Is a "Class A fire-rated" fence good enough for Zone 0?
Not under the adopted regulation. Class A ratings come from ASTM E84, a flame-spread tunnel test designed for interior finishes. It measures how fast flame travels across a surface, not whether the material can burn. The adopted Zone 0 regulation defines noncombustible by ASTM E136 only.
Do I have to tear out my existing wood fence?
There is no such requirement. As of August 19, 2026 the statewide regulation is adopted but not yet in effect, and it does not require wholesale replacement in any case. Existing combustible fences may remain, and repairs may use combustible materials. Once effective, the noncombustible standard applies to new fences within five feet, full replacements, and the five-foot span where a fence or gate attaches to the house.
