Zone 0 in San Joaquin County: a delta county that adopted the WUI code in January, with nothing in it for your fence

Status check (August 19, 2026): The Board of Forestry approved the statewide Zone 0 regulation on August 19, 2026. It is not yet in effect: the package still needs Office of Administrative Law review (including a five-day public comment period) and publication by the Secretary of State, and no compliance deadline is running yet.   • San Joaquin County has no Zone 0 rule. In January 2026 it adopted the state's 2025 Wildland-Urban Interface Code with administrative amendments only, and its older fire prevention division governs burn permits and access.
  • Administrative amendments mean the who-and-how of enforcement, not new standards: nothing in the adoption regulates the first five feet or fence materials.
  • The county is delta, river and valley floor almost end to end; its wildland edge is the Diablo Range grassland above Tracy and Corral Hollow. CAL FIRE's dashboard posts no inspections here for its current month.
  • Stockton, Lodi, Tracy, Manteca and the other cities, and the fire districts, were not individually read.

Two sets of rules, and neither one binds your fence today

As of August 23, 2026 we could find no Zone 0 or ember-resistant-zone requirement in force in San Joaquin County. The county's recent action follows the same pattern as its neighbor Stanislaus: in January 2026 it adopted the 2025 California Wildland-Urban Interface Code, and its amendments are administrative, the appeals process, the enforcing officer, the paperwork, rather than substantive. An administratively amended adoption puts the state's WUI construction standards into county law as written, standards that already applied to new construction in the mapped areas of their own force. It contains no ember-resistant zone, because the state's Zone 0 text lives in the defensible-space regulation still finishing its review. Alongside it, the county's fire prevention division is the older layer: burn permits, access, the machinery of a county where fire has mostly meant field and levee burns.

Where the statewide rule will reach in this county

San Joaquin is delta and valley floor almost end to end, and most of it will feel the statewide rule only through its cities' Very High zones, if their maps carry any. The county's real wildland edge is the southwest corner: the Diablo Range grassland above Tracy, Corral Hollow Road toward the Carnegie recreation area, and the dry hills toward the Alameda County line, grass country that burns most summers. That edge is State Responsibility Area, where the rule covers every hazard class under Public Resources Code section 4291 on the five-year existing-home clock once effective.   • The seven cities' municipal codes. None was individually read.
  • The fire districts' ordinances. San Joaquin's many districts hold independent authority we have not read.

What this means for you

  • Do not buy a fence because you think San Joaquin County requires one. The January 2026 adoption is a construction code with administrative amendments, and no fence-materials rule for existing homes exists anywhere in the county code.   • If you build new in the southwest hills, the WUI construction standards apply, as they did before January; the county adoption mostly changes which office answers questions.

How often CAL FIRE inspects here

CAL FIRE's public dashboard shows no San Joaquin County inspections at all for July 2026, the month it currently reports. That is not a clean bill, and we are not going to guess the cause from a dashboard cell: the hundred-foot duties still apply on every State Responsibility Area parcel here, and a month with no posted inspections says nothing about whether yours would pass one.

Two things this does not tell you. These counts cover inspections by CAL FIRE and Contract Counties inside the State Responsibility Area only, so work done by local fire agencies in the Local Responsibility Area is absent entirely. And none of these inspections is checking Zone 0: they are inspections against the defensible space rules in force today, which reach from the structure out to one hundred feet and contain no ember-resistant zone requirement. They set who enforces the code and how, appeals, officers, paperwork, without changing what the code requires. The substantive standards are the state's, exactly as the state wrote them, and the state's Zone 0 text is not among them yet.

When will the statewide rule reach homes here?
