Zone 0 in Glenn County: a code the county publishes itself, with no fire chapter in it

Two sets of rules, and neither one binds your fence today

As of August 23, 2026 we could find no Zone 0 or ember-resistant-zone requirement in force in Glenn County, and the finding runs deeper: this rice-and-almond county on the Sacramento Valley floor has never written a fire chapter. Glenn publishes its own code, one PDF per title, on its county website, and the health-and-safety title we read there is agriculture's version of public safety law: food-handling permits, garbage franchises, grape phylloxera and acarine mite control, a clover seed district, olive fruit fly protection, beekeeping, and Chapter 7.28, Weed Control, from Ordinance 586 of 1974. That chapter is the classic Health and Safety Code abatement machine, notice, hearing, abatement and a lien for costs, and its definition of a nuisance includes brush and weeds that become "a fire menace to adjacent improved property" when dry. It sets no distances, names no zones, and regulates no materials. The public-peace title is firearms and curfews; nothing in it touches fire.

The county's newest fire-relevant act is a clean pass-through. In November 2025 the Board of Supervisors adopted the 2025 California Building Standards Code, Title 24 in its entirety, into the county's Unified Development Code, and the staff report's only wildfire note was that the state had made the Wildland-Urban Interface Code its own chapter. No local amendment reaches Chapter 604, fencing, or the first five feet. State construction law arrives here exactly as Sacramento wrote it.

Adopted, not yet in effect: the statewide regulation. It cleared the Board of Forestry on August 19, 2026 and still needs Office of Administrative Law review and publication by the Secretary of State, so no compliance clock is running. Where the statewide rule will reach in this county

Along the west side. The valley floor, Willows, Orland, the rice country and the orchard grid, is Local Responsibility Area and agricultural land where the statewide rule will touch little. The county's fire country climbs its western edge into the Mendocino National Forest foothills, Elk Creek and Stonyford country, where the seam of State Responsibility Area sits between the valley and the federal forest; there the adopted rule covers every hazard class under Public Resources Code section 4291 on the five-year existing-home clock once effective. Claims we could not verify

• The two cities' municipal codes. Willows and Orland were not individually read.
• The Unified Development Code's full text. We read the county's adoption ordinance for its building-standards chapter through the board's own report, but the development code's complete text, which lives outside the county's per-title PDF directory, was not read page by page.
• The fire districts' ordinances. Glenn's rural districts hold independent authority we have not read.

What this means for you

• Do not buy a fence because you think Glenn County requires one. Nothing in force here regulates fence materials or defensible space distances. Our fence requirements guide quotes what the statewide rule will ask where it applies.
• The hundred-foot state duty still applies in the foothills. County silence does not switch off Public Resources Code section 4291 on State Responsibility Area parcels along the west side.
• The insurance credit applies statewide. Since October 2022, insurers pricing wildfire risk must credit noncombustible fencing within five feet, in Willows as in Malibu. Details here.

How often CAL FIRE inspects here

CAL FIRE's dashboard shows just 5 Glenn County parcels in the defensible space program for July 2026. The Sacramento Valley floor here is Local Responsibility Area or agricultural land, and much of the county's mountain west is national forest, so the State Responsibility Area seam CAL FIRE inspects is thin.

Two things this does not tell you. These counts cover inspections by CAL FIRE and Contract Counties inside the State Responsibility Area only, so work done by local fire agencies in the Local Responsibility Area is absent entirely. And none of these inspections is checking Zone 0: they are inspections against the defensible space rules in force today, which reach from the structure out to one hundred feet and contain no ember-resistant zone requirement.
