Zone 0 in Del Norte County: the 1991 model on the redwood coast, re-enacted in 2016

Status check (August 19, 2026): The Board of Forestry approved the statewide Zone 0 regulation on August 19, 2026. It is not yet in effect: the package still needs Office of Administrative Law review (including a five-day public comment period) and publication by the Secretary of State, and no compliance deadline is running yet. Separately, at least eighteen local jurisdictions have their own Zone 0 rules in force now. See the live status tracker.

The short version

Del Norte County has no Zone 0 rule. Its fire law is the 1991 fire-safe model, re-enacted as Ordinance 2016-003: road, water, signage and setback standards for new development approved in the State Responsibility Area, with existing structures expressly exempt.
We read the operative sections from the county publisher's own live pages, through a print endpoint it leaves open beside its login, so this is a current read. The words "noncombustible" and "4291" return zero results in the entire code.
Its section names are identical to neighboring Humboldt's, which also tells us what two of Humboldt's three unread sections almost certainly say.
Crescent City, the one incorporated city, and the fire districts were not individually read.

Two sets of rules, and neither one binds your fence today

As of August 23, 2026 we could find no Zone 0 or ember-resistant-zone requirement in force in Del Norte County. Its Title 19 is the 1991 state fire-safe model, re-enacted whole as Ordinance 2016-003, and we read its operative sections from the publisher's own live print pages: the scope section, which applies the regulations only to new parcels, new construction, use permits, manufactured-home siting and new roads approved in the State Responsibility Area after January 1, 1991, with existing structures and their repairs expressly exempt; the thirty-foot structure setback for parcels over an acre; the fuel-disposal and greenbelt provisions; and the maintenance section, which turns out to be a condition-of-approval mechanism, maintenance associations, recorded covenants and notices attached to development approvals, rather than an ongoing duty on every homeowner. The county's separate fire-hazards chapter governs flammable-materials storage. Nothing anywhere regulates the first five feet or fence materials, and the code's own search index returns zero results for "noncombustible" from end to end.

One comparative note worth making: Del Norte's Title 19 carries section names identical to neighboring Humboldt's fire-safe division, including "Maintenance of Defensible Space Measures" and "Setback for Structure Defensible Space," two of the three sections we could not read when we surveyed Humboldt from archives. Having now read Del Norte's versions in full, we can say what that shared model contains: development conditions and a thirty-foot setback, from the era before the five-foot idea existed.

Adopted, not yet in effect: the statewide regulation, which will be the first five-foot materials standard this county has ever had once effective. It cleared the Board of Forestry on August 19, 2026 and still needs Office of Administrative Law review and publication by the Secretary of State, so no compliance clock is running. Del Norte is redwood coast and Smith River canyon, wetter than almost anywhere in California and still not fireproof: the Klamath country around Klamath and the 169 corridor, Gasquet and the Smith River forks, Hiouchi under the state park, and the inland grades toward Oregon are State Responsibility Area, where the rule covers every hazard class under Public Resources Code section 4291 on the five-year existing-home clock once effective. What this means for you

Do not buy a fence because you think Del Norte County requires one. Nothing in force here regulates fence materials, and the fire-safe standards bind new development, not existing homes. How often CAL FIRE inspects here

CAL FIRE's public dashboard shows no Del Norte County inspections at all for July 2026, the month it currently reports. That is not a clean bill, and we are not going to guess the cause from a dashboard cell: the hundred-foot duties still apply on every State Responsibility Area parcel here, and a month with no posted inspections says nothing about whether yours would pass one.

Two things this does not tell you. These counts cover inspections by CAL FIRE and Contract Counties inside the State Responsibility Area only, so work done by local fire agencies in the Local Responsibility Area is absent entirely. And none of these inspections is checking Zone 0: they are inspections against the defensible space rules in force today, which reach from the structure out to one hundred feet and contain no ember-resistant zone requirement. Does wildfire law even matter on the rainiest coast in California?

Less often than in the Sierra, and not never: the inland river canyons burn, the 2023 Smith River Complex closed the highway to Oregon, and State Responsibility Area duties apply on the parcels the maps designate. The honest answer is to check your parcel rather than assume the fog protects it.

When will the statewide rule reach homes here?
